Ethics probe targets NYC City Council Speaker

In the midst of the competition to succeed Christine Quinn as speaker, the Daily News reported that Ms. Mark-Viverito's acceptance of pro bono help from the Advance Group—a prominent Manhattan lobbying and campaign consulting shop—could run afoul of a city ethics regulation. Good-government group Citizens Union called for the Conflicts of Interest Board to investigate.

The Advance Group had helped Ms. Mark-Viverito prepare for debates and to network with council members and county leaders, who behind closed doors helped decide the internal leadership race. Though Ms. Mark-Viverito's speaker bid had advantages, including the support of Mayor Bill de Blasio, she was not especially popular at the time among many of her council colleagues, from whom she needed 26 votes, or county bosses, who controlled many members' votes. The ethics question arose because as a public servant, Ms. Mark-Viverito is prohibited by the City Charter from taking a "valuable gift" from a firm that intends to do business with the city. Lobbyists are also prohibited from providing such gifts. The Advance Group has extensive lobbying business before city government, including the powerful speaker.

The Advance Group is also facing scrutiny for campaign activities in 2013, including from the Campaign Finance Board, which recently fined former Advance Group client and animal-rights group NYCLASS $26,000 for illicitly coordinating campaign activities with Advance Group. The FBI has reportedly been looking into Advance Group's efforts to bring down Ms. Quinn during the mayoral election through a well-funded super PAC. The Advance Group maintains that it followed the rules and denies that the FBI ever investigated it.

20150120 23:08 OldSpook 3dc, I've only been calling for such a "grid of satellites" for about half a decade or more. Smaller, less expensive, easily manufactured and easily launched, single function. Put them up there against a constellation of commo satellites that establish an internetworked setup so the sats dont need ground comm stations, and can use lighter less powerful data connections to other sats in that constellation...

Here's how it works: you establish a highly redundant set of a large number of satellites whose whole purpose is to communicate with its neighbors, and relay data and comms. Sat-to-Sat can be done like an ad-hoc network, with lasers (for the most highly secure) and RF (for routine). A given percentage of them having a higher powered comm stage capable for being the high data rate, high bandwidth ground communications set.

Next set of satellites are your cheapo imint LEO. Then the molniya birds for SIGINT. And then a layer of IR to augment SBIRS (detect afterburners, even SAM launches perhaps if you have enough in low earth orbit). None of these are the billion dollar boondiggles used now - all are common chassis with a specialty package aboard, asnd a limited lifespan.

Designed to be replaced. ASAT becomes moot.

The SpaceX Google WIFI network is going to be made up of 4500 low earth orbit sats talking to each other with lasers in space.

Imagine how much the Pentagon would be willing to spend for an imaging constellation with persistent view of any point of the globe (provided there are no clouds). It is only a matter of adding an optical payload, since the data handling capability is provided by the standard telecom payload with its intersatellite and sat-to-ground links.
