Panjshir Residents Say Military Personnel Billeted in Civilian Areas
[ToloNews] Residents of Panjshir have expressed concerns over the settlement of military personnel in residential areas including private houses, educational centers and mosques.

They called on the caretaker government to shift the military departments to different areas.

"They are settled in schools, mosques and seminaries. We call on them to go to the check posts and settle there," said Mohammad Mudeer Mudabir, a resident of Shatal district of Panjshir.

"We have this request: that the military commands should go to the checkpoints and outposts and let the people do their business in calmness," said Imamuddin, a resident of Parian district in Panjshir.

A local official said that distinguished places have been allocated for military personnel and that many of them have been shifted to these outposts.

However,

  • UN CLARIFIES REMARKS – The United Nations was forced to clarify comments made by the Deputy Secretary General recently which caused some angst among many in the international community. The comments suggested the UN was planning to put the recognition issue on the agenda of a meeting in Doha scheduled from 1-2 May. The UN has since announced the meeting will not focus on recognition and admitted that only member states had any authority to recognize the Taliban. For its part, the United States has flatly rejected any talk about recognition at the meeting. There is still some confusion regarding recent UN statements which suggest it may pull out completely from Afghanistan in May if the gender bans are not rescinded by Kandahar. However, the UNICEF Chief went on the record Thursday and affirmed that his organization was not planning on a cessation of activities. Clearly, the dysfunction illustrates a messaging problem and likely indicates a lack of a general strategy for dealing with the Taliban going forward.

  • POSSIBLE TROUBLE IN THE BANKING SECTOR – A source in Kabul said that concern was growing over the possibility that several private banks have grossly overstated deposits and may be facing issues with their cash reserves. The business sector has lobbied for months to increase the daily limit for withdrawals and the banks seemingly relented but businessmen and citizens alike continue to report that banks are not allowing them to withdraw their funds. It should be mentioned that the banking sector has long been considered suspect in Afghanistan (well before the Taliban returned) and multiple rumors circulated at the end of 2021 that huge amounts had been transferred out of the country and may have been absconded with. The Afghan currency has made steady gains against the dollar over the past three months but a banking sector scandal could present major challenges to an already fragile economy. It was not clear if an investigation was underway and, if so, whether any details would be made public.

The statement said that the vehicle caught fire due to "likely" use of grenades by terrorists, who took advantage of heavy rains and low visibility in the area.

"Five personnel of the Rashtriya Rifles Unit deployed for Counter Terrorist operations, in this area, have unfortunately bit the dust in the incident," it said.

Another seriously injured soldier was evacuated immediately to the Army Hospital at Rajauri and is under treatment, added the statement.

"Operations are in progress to locate the perpetrators," the statement said further. "Further details are being ascertained."

Police seize 63 guns in likely largest-ever capture of weapons smuggled from Jordan

Israeli security forces arrested a Bedouin Israeli man suspected of smuggling weapons into Israel from Jordan overnight, confiscating 63 handguns, the military and police said Thursday morning.

According to the Israel Police, the Magen anti-smuggling unit had been running an undercover investigation of a smuggling ring involved in bringing firearms over the border into Israel.

Police officers and troops in the Israel Defense Forces had been operating along the border in recent weeks to ambush members of the ring during smuggling attempts.

Early on Thursday, forces identified a suspicious vehicle driving near the border, just south of the Dead Sea, police said.

Magen officers, Border Police officers, and IDF troops pursued the suspicious vehicle and eventually caught up with it in the northern Arava region of southern Israel.

The driver, a man in his 50s from a Bedouin village in the Yeruham area, was arrested by troops and officers, and the 63 Glock and SIG Sauer handguns he was carrying in three bag were seized, police said.

The bust was one of the largest-ever foiled smuggling attempts from Jordan. In all of 2022, around 500 firearms were seized by Israeli forces on the Jordanian border.

IDF: 17 wanted Palestinians detained overnight; 1 soldier lightly hurt
[IsraelTimes] The Israel Defense Forces says troops detained 17 wanted Paleostinians during overnight arrest raids across the West Bank, including six in the Dheisheh refugee camp near Bethlehem.

The IDF says that during the operation in Dheisheh, Paleostinians hurled explosives, Molotov cocktails and stones at troops, who responded with riot dispersal means and live fire in the air.

One soldier is lightly hurt after being hit by a rock, the IDF says. He was taken to a hospital for further treatment.

The 17 suspects are handed over to the Shin Bet for further questioning.

IRGC says it thwarted ''Army of Justice'' Plot, seized weapon cache
[Shafaq News] Iran's Islamic Revolutionary Guards Corps (IRGC) on Thursday announced a successful dismantling of an armed cell affiliated with the "Army of Justice" group
...a.k.a. Jaish al-ʿAdl, it appeared in 2012 as a successor to the Salafist Balochi independence group Jundullah (Soldiers of God), which operates on both sides of the Pak-Iranian border but was based in Pakistan. The Pak branch has close relations with al-Qaeda and the Pak Talibs and is probably a false nose and mustache for Lashkar-e-Jhangvi, while the Iranian branch hangs out with Ansar Al-Furqan (Sistan-Balochistan) and Al Nusra (Syria), concentrates on attacking Iranian soldiers and police, and for some reason went after the Taliban in Afghanistan in early 2019...
and the subsequent arrest of multiple members in the southeastern provinces of Sistan and Baluchestan.

Iran's official news agency, IRNA, today quoted an IRGC blurb detailing the intelligence and security operations conducted by the elite Quds Force that ultimately "effectively neutralized the terrorist cell".

"The military forces confiscated an arsenal of 154 assorted weapons employed by the cell members in their nefarious schemes to execute terrorist attacks within Iran's borders," the statement said.

The blurb said the Sistan and Baluchestan Public Security Police managed to dismantle a network of weapon-traffickers under their jurisdiction.

The perpetrators had been clandestinely transporting a diverse range of arms into the country, it continued. "In total, 70 distinct types of weapons were uncovered, and the culprits were subsequently apprehended."

SDF announces arrest of former ISIS leader in eastern Syria
[Rudaw] The Kurdish-led Syrian Democratic Forces (SDF) on Wednesday announced the arrest of a former Islamic State

The SDF said in a statement late Wednesday that it carried out a security operation against an unnamed former leader of ISIS who is also the head of the group’s active cells in the region.

"The operation took place in the town of Jadeed Bakara, with the support of air surveillance from the global coalition, where the leader, who was active in transporting weapons, bombs, ammunition and money to the cells of the organization in the Deir ez-Zor region and north and east Syria, was arrested. He was also active in drawing up attack plans for the cells he leads," read the statement.

The SDF has recently carried out several raids against ISIS in eastern Syria.

On Saturday, the force said it arrested an ISIS operative, Mohammed al-Sayid, in the same province.

US Central Command said on Monday that its forces killed an ISIS big shot, Abd-al-Hadi Mahmud al-Haji Ali who was an "operational planner responsible for planning terror attacks in the Middle East and Europe."

Two ISIS operatives were also killed in the operation which took place in northern Syria. '

More than 50 students were taken to hospital in Urmia, West Azerbaijan province after chemical attacks on three schools, reported human rights monitor Hengaw. Schools in Tehran province, Hamedan, Dezful, Saqqaz, and Ardabil were also attacked.

Reports of mass poisonings at girls’ schools around the country began to emerge last November. According to Amnesia Amnesty International, 13,000 school girls have received medical care after attacks on their schools that caused shortness of breath, numbness, and difficulty walking. One girl has reportedly died.

Authorities at first suppressed or denied the reports for weeks before a criminal investigation was opened in February. More than 100 people have since been arrested.

Iranian authorities "have failed to release any information to the families and the public about the result of investigations into chemical gases used to poison schoolgirls, to hold perpetrators to account, and to take adequate measures to protect schoolgirls from widespread attacks," Amnesty said on Wednesday, appealing to Tehran to grant the United Nations

The attacks appear to be related to protests that broke out in September after the death of a Kurdish woman in jug for allegedly violating Iran’s strict dress code. Women and girls led protests against the mandatory hijab, removing their headscarves in schools and public places and chanting "Jin, Jiyan, Azadi [Woman, Life, Freedom]".

UN human rights experts in March said they feared the attacks "are orchestrated to punish girls for their involvement in the movement - Women, Life, Freedom, and for expressing their opposition to mandatory hijab and voicing their demands for equality."

In a crackdown on headscarf violations, authorities have installed cameras in public places and on Sunday police announced they had closed more than 150 businesses in 24 hours for not respecting the dress code, AFP reported.
