  • US GOVERNMENT LEAK CLAIMS AFGHANISTAN IS NOW A PLANNING HUB FOR ISIS – A leaked document, purported to have been assembled by the Pentagon, contains detailed assessments from US intelligence agencies about ISIS in Afghanistan. The documents reveal the US had successfully intercepted plans that targeted embassies, churches, business centers, and the FIFA tournament. According to the documents, Pentagon officials are tracking 15 international operations that have been proposed by ISIS. Some conclusions the report has proposed and subsequent commentary from US leaders are:

    • ISIS is using Afghanistan for centralized planning but has developed a cost-effective decentralized execution network for funding attacks.

    • The US recognized the Taliban and US interests are aligned on the ISIS issue and the Taliban has been somewhat successful in putting pressure on the terror group.

    • It is not currently clear how much autonomy or influence ISIS-K enjoys/exerts on the international leadership based in Syria.

    • One of the most troubling findings in the report concern ISIS’s recruitment of technical and engineering specialists over the last 3 years. Many believe this targeted recruiting is meant to facilitate a chemical attack. However, analysts seemed to agree these efforts had suffered a setback when the caliphate collapsed.

    • No evidence exists that al-Qaeda has established a presence in Afghanistan.

  • The documents, if authentic, demonstrate how well intelligence agencies have successfully penetrated ISIS operations. In the summary, analysts projected that ISIS would be restricted to small-scale manufacturing of conventional, chemical, or biological weapons but would have difficulty in deploying such weapons successfully.

  • CLARIFICATION RECEIVED ABOUT TAKHAR CLASHES REPORTED YESTERDAY – The Taliban have confirmed that a clash reported in the Darqad District of Takhar Province that resulted in the deaths of 3 Taliban members was the result of an inter-Taliban rivalry.

Extremists have attacked a Russian military camp in central Mali

Suspected forces of Evil attacked a military camp in central Mali on Saturday, two local elected officials and a diplomatic source told AFP, referring to the site as a "Russian camp."

Mali's junta in 2022 began working with what it calls Russian military "instructors." Opponents say these are mercenaries from the Wagner group.

"We have no toll for the moment - the situation is still confused - it is [extremists] who targeted the airport and the Russian camp next to it," a local elected official told AFP on condition of anonymity.

Two Malian military officials also confirmed the attack had taken place in the town of Sevare, in the Mopti region.

Indian police arrest Sikh separatist leader after long hunt

[NY Post] Indian police on Sunday arrested a separatist leader who has revived calls for an independent Sikh homeland and the secession of India’s northern Punjab state, which has a history of violent insurgency.

Amritpal Singh had been on the run since last month after capturing national attention in February, when hundreds of his supporters stormed a police station in Ajnala, a town in Punjab state, with wooden batons, swords and guns to demand the release of a jailed aide.

Punjab state police tweeted Sunday that Singh was arrested in Moga, a town in the state.

A Sikh religious leader, Jasbir Singh Rodde, said Singh surrendered to police after offering morning prayers at a Sikh shrine in Moga. Police then arrested him and took him away, he said.

Police officer Sukhchain Singh Gill said police had surrounded the local village on intelligence that Singh was in the shrine. "Relentless pressure built by the police over the past 35 days left Singh with no choice," Gill told reporters.

He said the police didn’t enter the shrine, implying that Singh was taken into custody after he left. The officer declined to confirm that Singh surrendered to police as claimed by his supporters.

The officer said Singh was flown to Dibrugarh in India’s northeast where he will be detained until he is brought to court to face charges.

Punjab suffered a bloody insurgency in the 1980s that led to the killing of India’s then-Prime Minister Indira Gandhi by her Sikh bodyguards at her official residence in New Delhi.

Her killing triggered bloody rioting by her Hindu supporters against Sikhs in northern India.

Ashwini Dubey, a lawyer in Punjab state, said Singh’s arrest would help police to dismantle the separatist network and its supporters.

Tavleen Singh, a political commentator and former journalist who covered the Punjab insurgency in the 1980s, said: "The police took this man out, which is good because had they gone into a gurdwara (Sikh shrine), and started shooting you would have had a reaction from the general populous. The Sikhs happen to be very sensitive to gurdwaras being attacked."

Sikhs are a religious minority in India and say they are discriminated against by the majority Hindus.

More than 3,000 people were killed by extremists during the 1980s insurgency in the prosperous farming state. The insurgency was crushed by Indian forces by 1990.

Punjab borders India-controlled Kashmir and Pakistan. India accuses Pakistan of supporting, training and arming insurgents, a charge Islamabad denies.

Police declared Singh, a 30-year-old preacher, a fugitive and accused him and his aides of creating discord in the state.

Police accused them of spreading disharmony among people, attempted murder, attacking police personnel and obstructing public servants’ lawful discharge of duty.

Authorities have deployed thousands of paramilitary soldiers in the state and arrested nearly 100 of his supporters.

Singh’s wife was prevented from leaving India last week.

Very little was known about Singh until he arrived in Punjab state in 2022 and began leading marches calling for the protection of rights for Sikhs, who account for about 1.7% of India’s population.

Singh claims to draw inspiration from Jarnail Singh Bhindranwale, a Sikh militant leader accused by the Indian government of leading an armed insurgency for Khalistan in the 1980s.

Bhindranwale and his supporters were killed in 1984 when the Indian army stormed the Golden Temple, the holiest shrine in the Sikh religion.

Iraqi security forces thwart terrorist Plot in Kirkuk, capture two prominent ISIS members
[Shafaq News] Iraq's National Security Agency has foiled a "terrorist scheme targeting markets in Kirkuk" and apprehended two prominent ISIS murderous Moslems, an official statement said on Saturday.

The Agency's operatives, in collaboration with the advanced joint operations headquarters and the provincial police, arrested a notorious terrorist, identified as "Abu Dujana", and his accomplice, in a complex intelligence and field operation.

The detainees confessed to their sinister intentions of targeting civilians and security forces in the province via a series of explosions in crowded markets in a bid to destabilize the security and spread chaos.

"However,
death is not the end. There remains the litigation over the estate...
the vigilance of the security forces prevented the realization of these nefarious plans," the statement said.

Notably, "Abu Dujana," who recently renewed his allegiance to ISIS, had previously carried a kaboom targeting police patrols, killing an officer. He was also responsible for establishing a hideout for a terrorist cell in the Leilan sub-district of Kirkuk.

Colonel Jalil Mam Faiq, commander of the 3rd battalion of the 3rd Peshmerga brigade, revealed that the turbans are forced to move through the outskirts, and some neighborhoods of, Jalawla and the periphery of Qara Tapa in the northeast of the Diyala province in order to escape the aerial and missile bombardment of the security forces.

The commander said that ISIS members leave their strongholds in northern Jalawla and roam the areas and neighborhoods of Jalawla, 70 km northeast of Baqubah, and the peripheries of Qara Tapa (113 km northeast of Baqubah) during the night to avoid any Arclight airstrike

Mam Faiq confirmed to Shafaq News Agency that security authorities are aware of the movements but are yet to address them. The commander attributed "the lack of reporting on them by locals to fears of threats and the existence of some enclaves that collaborate or sympathize with terrorists."

The territory northern Jalawla, including al-Islah basin, Sheikh Baba, the Jalawla border, and Qara Tapa, continue to harbor ISIS strongholds and hideouts due to the rugged geographical terrain and vast agricultural extensions.

Since the Peshmerga's withdrawal from their sectors following the October 2017 events, the areas between Jalawla, Qara Tapa, and the Khanaqin outskirts bordering the Kurdistan region have witnessed continuous attacks and incidents.

US-led Coalition, SDF seize gold, cash in joint raid in northeastern Syria
[Shafaq News] The Syrian Observatory for Human Rights (SOHR) on April 22 reported that a US-led coalition, in collaboration with the Syrian Democratic Forces (SDF), seized a substantial amount of money and gold during a joint operation in Raqqa, a northeastern Syrian governorate.

Targeting a farm that reportedly served as the primary residence for ISIS founder and leader Abu Bakr al-Baghdadi several years ago, the US and SDF forces discovered three concealed rooms containing large quantities of gold, approximately $1 million in cash, and a wide collection of weapons.

Al-Baghdadi was killed by US special forces in another hideout in the Greater Idlib region of northwestern Syria in 2019.

The SOHR suggests that ISIS cells in Raqqa used the farm as a base for planning and executing attacks against the SDF.

Neither the US-led coalition nor the SDF have commented on the SOHR's report thus far, as such operations are not always publicly disclosed.

In recent months, the US has intensified its operations against the remnants of ISIS in Syria, potentially to justify its long-term presence in the conflict-stricken country.

Earlier this week, the US Central Command announced the killing of a senior ISIS leader, Abd-al-Hadi Mahmud al-Haji Ali, during a unilateral helicopter raid in the Ottoman Turkish-occupied village of al-Swaidah in the northern Aleppo countryside.

Al-Haji Ali, an operational planner, was responsible for planning many terror attacks in the Middle East and Europe.
