Afghanistan
Daily Evacuation Brief July 15, 2023
[AfghanDigest] LAST 24 HOURS
  • INSTITUTE FOR PEACE FOUNDER ARRESTED IN KABUL – Sardar Nadir Naim, the founder of the Kabul Institute for Peace and a former presidential election candidate (2014) has been arrested on unspecified charges. Friends and onlookers saw GDI agents push Naim into a ‘land rover’ and take him away. It is thought he is being held at the Ministry of the Interior currently.

  • US CONGRESS AFGHAN ADJUSTMENT ACT, 2023 – A bipartisan bill focused on providing permanent pathways to Afghan refugees in the US was introduced yesterday. The bill reportedly has significant support from both parties in Congress but will face tough debate over the scope of authorities and some controversial provisions that appear to be aimed at the State Department.

  • IRAN HOPING TO PASS A BILL IN PARLIAMENT TO ESTABLISH A NATIONAL REFUGEE ORGANIZATION – The Interior Minister of Iran, Ahamd Wahidi gave an interview where he expressed hope that the parliament would establish the new government agency to help take the pressure of military and police personnel. He went on to say that no security threats have been reported from among the 5 million Afghan refugees currently in Iran. Iran has continued its program of mass deportations and claimed that 18,000 Afghans had been sent back over the previous ten days. In a separate interview, an advisor to Iran’s special envoy for Afghanistan said that Afghan refugees have invested nearly $150 million in Iran over the past four months. The investments were primarily focused on agriculture, industry, and construction.

  • IN THE WAKE OF THE ZHOB TERROR ATTACK, PAKISTAN’S LEADERS ISSUE STERN WARNINGS TO TALIBAN – While there was no specific evidence that the 5 terrorists who attacked the military facility in Zhob had come from Afghanistan, several senior officials have recently made public remarks which leave little doubt as to the government’s thoughts on the matter. The surge in attacks against Pakistan’s military and police forces is thought to have been caused by the backroom deal between the Taliban and Pakistan to relocate TTP personnel away from the Durand Line. A source in Kabul says the move has ignited a minor firestorm between the TTP and the IEA that has been kept quiet so far but could erupt at any time. Apparently, several senior TTP leaders viewed the relocation program as a betrayal and vowed to carry the fight into Pakistan. The source said the IEA has not sanctioned any cross-border actions and has warned local leaders not to provide arms and ammunition to the group.

NEXT 24 HOURS
PAKISTAN’S POSTURING COULD PRECIPITATE A STRIKE IN AFGHANISTAN – While there has been no definitive information relating to a potential strike, the recent warnings issued by government officials to the Taliban may signal that a strike is being planned. The overwhelming majority of TTP actions have occurred in North Waziristan and our analysis indicates that any potential strike would likely target suspected TTP operating bases in Khost or Paktika Provinces.

Khartoum internet, mobile networks cut as fighting rages
[AFRICANEWS] War-torn Sudan's capital experienced a communications blackout for several hours on Friday, residents said, as the army and paramilitary forces waged intense battles across Khartoum.

Vital internet and mobile phone connections -- which have been critical to sourcing information and supplies during nearly three months of war -- were out of service as "violent mostly peaceful festivities" raged in several parts of the city, witnesses told AFP via landline.

The source of the malfunction was not immediately clear, and some mobile network were restored by 11:00 am (0900 GMT), according to residents.

Through the morning, columns of black smoke were seen rising near army headquarters in the centre of Khartoum as well as in the city's south.

Witnesses in Khartoum North said there were "festivities using all kinds of weapons". In Omdurman, just across the Nile river, witnesses reported fighter jets and drones flying overhead.

Since April 15, army chief Abdel Fattah al-Burhan has been at war with his former deputy, Mohammed Hamdan Daglo, who commands the paramilitary Rapid Support Forces.

According to the United Nations
...boodling on the grand scale...
, more than 1.5 million Khartoum residents have been forced to flee the air strikes from above, tanks and fighters on the streets and rampant looting.

Millions have remained trapped at home for fear of getting caught in the crossfire of the brutal urban warfare in Khartoum's densely populated neighbourhoods or of being attacked on the street.

They have often relied on the internet to source basic needs, setting up crowdsourcing initiatives for escape routes, food and medicine.

The fighting has killed at least 3,000 people across Sudan, according to the Armed Conflict Location and Event Data Project, with the worst fighting taking place in Khartoum and the western region of Darfur.

On Thursday, the International Criminal Court said it has commenced investigations into alleged war crimes, after increased reports of atrocities, particularly in Darfur, including of sexual violence and civilians being targeted for their ethnicity.

#1  The reporting on this warfare has been terrible, because by now the intra-ethnic conflict has become obvious. The victor in this battle between Arab and African forces will determine the future make-up of the Sudan: Whether Darfur will seceed from Khartoum, or whether the Arab-officered military can maintain its vicious grip on the poly-ethnic West.

Eritrean Navy kills fisherman in Yemeni territorial waters

According to the sources, a gunboat belonging to the Eritrean Navy shot a Yemeni fisherman named Ibn al-Noussi al-Baydi, one of the sons of the village of Wahjah, Dhubab district, while he was fishing in Yemeni territorial waters, abruptly ejecting him from the gene pool.

Yemeni fishermen are subjected to repeated attacks by the Eritrean navy, which has resulted in the deaths and injures of fishermen, in addition to taking hundreds of Yemeni fishermen to Eritrean prisons and seizing their boats and equipment.

The Eritrean forces also practice various types of torture against Yemeni fishermen in light of the silence of the United Nations

#1  This is the Yemeni point of view. Eritrea has claimed for years that Yemeni fishermen (and some pearl divers) have been poaching in their waters. A check of the map, and the island locations, will show how contentious this poaching can be.

Tunisian coastguard recovers 13 migrant bodies from the sea
[AFRICANEWS] The Tunisian coastguard said Thursday it had recovered the bodies of 13 migrants colonists after a shipwreck off Sfax, the port where violent mostly peaceful festivities erupted last week between migrants colonists and residents.

A Tunisian rights group warned about the plight of migrants colonists expelled from the port of Sfax, calling for emergency shelters to be set up to accommodate them. Hundreds of migrants colonists fled or were forced out of Tunisia's second-largest city after racial tensions flared following the July 3 killing of a Tunisian man in an altercation between locals and migrants colonists.

According Romdhane Ben Amor, spokesperson of the Tunisian Forum for Economic and Social Rights (FTDES), "Conditions are very difficult and all scenarios are possible due to the arid climate and inhuman conditions in which sub-Saharan migrants colonists find themselves in Sfax. Hundreds of sub-Saharan migrants colonists are homeless in Sfax. Their number exceeds a thousand people. Other migrants colonists have chosen to hide out in the villages and rural areas around the city of Sfax."

Neïla Zoghlami, chairwoman of the Tunisian Association of Democratic Women (ATFD) supported FTDES's notion;

"We received testimonies from sub-Saharan women who were exposed to a lot of violence after the February 21, 2023 speech, and we also received the case of a woman who was raped by four people.

"Last night, units affiliated with the Sfax maritime region thwarted an attempted illegal crossing and rescued 25 sub-Saharan migrants colonists, but 13 bodies were also recovered," the coastguard statement said.

Sfax is the North African country's second largest city and a departure point for migrants colonists seeking to reach European shores across the Mediterranean.

Many attempt the perilous voyage in makeshift boats, and the International Organization for Migration says nearly 2,500 have died or disappeared in the Mediterranean this year alone.

Arabia
Coalition government admits to helping UAE take over Yemeni Telecommunications
[HODHODYEMENNEWS.NET] Ministry of Telecommunications in the government loyal to the Saudi-led coalition has admitted to a plot targeting Yemen
...an area of the Arabian Peninsula sometimes mistaken for a country. It is populated by more antagonistic tribes and factions than you can keep track of...
i telecommunications in cooperation with the UAE.

The ministry confirmed in a recent statement that negotiations with Emirati investors have been ongoing since last year, indicating that this plot is the result of efforts by the UAE.

The statement pointed out that the establishment of an Emirati telecommunications company is aimed at reducing what it called the control of the Sanaa regime on the telecommunications sector through the creation of a new supplier.

The statement considered the plot against the telecommunications sector as a strategic partnership with the UAE.

Activists on social media ridiculed the statement made by the ministry.

"If the Ministry of telecommunications claims that the procedures are legal, why is the deal or agreement not presented to the House of Representatives for discussion?" activist Anis Mansour, head of the Hona Aden Center for Studies, asked in on his Twitter account.

He stressed that the pro-coalition government is working to grant the UAE cybersecurity company NX Digital Technology the right to acquire nearly the entire assets of the "Aden Net Telecom" project through a 70% partnership, without announcing a public auction to establish a private telecommunications company in the southern and eastern regions of Yemen.

He pointed out that "the acquisition of the international access portal to the Internet by a foreign company gives the foreign state control and monitoring of all the activities of telecommunications users in Yemen, which harms national security, the independence of the sector and protection of user data."

For his part, Saleh Manser al-Yafei, said in a tweet, that the purpose of the UAE acquiring telecommunications companies is to engage in espionage, eavesdrop and blackmail the leaders, officials and opponents of their project and their ambitions in Yemen.

It is worth mentioning that the son of the head of the "Presidential Leadership Council" Rashad al-Alimi Khaled, in addition to the head of the pro-coalition government, Moeen Abdul-Malik, and a number of officials are involved in the conspiracy aimed at disrupting Yemeni national telecommunications, which serves foreign agendas, in exchange for exorbitant financial commissions that were disbursed to them.

, local sources said on Friday.

The sources explained that the child Badr Abdul Rab Qasim, 12 years old, hanged himself with a rope that led to his death, while another child named Mohammed Yasser Mohammed Ahmed, did away with himself in the same way in the village of al-Bin Sa’an in district of Yafa’ Labous.

Observers suggested that the devastating economic conditions experienced by the occupied provinces are behind the reasons for the suicide of the two children.

They warned of increasing devastating effects of the economic disaster on the social and security conditions of the citizens in the areas under the control of Saudi-led coalition forces.

UAE-backed STC disperse crowd in Aden with live ammunition
[HODHODYEMENNEWS.NET] Armed elements of the UAE-backed Southern Transitional Council (STC) opened fire on Thursday evening to disperse angry demonstrations in downtown Aden.

According to local sources, STC elements fired bullets into the air to disperse angry protester, who blocked the road leading to the Attawahi district to denounce the economic collapse and the deterioration of electricity services in the city.

The sources indicated that the demonstrators blocked a number of streets with stones and set fire to tires in the streets.

They also rolled their eyes, jumped up and down, and hollered poorly rhymed slogans real loud demanding the expulsion of the Saudi-led coalition and the STC factions from Aden and the rest of the southern governorates.

The STC deployed dozens of coalition military vehicles in various streets of Aden in anticipation that the headquarters of service institutions will be stormed, amid calls for demonstrations near al-Ma’ashiq Palace in the Crater district and the coalition headquarters in al-Buraiqeh district in coming days.

According to local sources in the governorate, the incident took place in Mayfa’a district, southeast of Ataq, the governorate center. The fire caused material damage to the truck.

The sources indicated that the low random power lines in the streets and residential neighborhoods pose a danger to pedestrians and citizens’ cars, amid the negligence of the authorities loyal to the Saudi-led coalition.

US sentences man to 18 years in prison for trying to support ISIS
[NPASyria] The US authorities have sentenced a 26-year-old man from Florida to 18 years in prison "for attempting to provide material support to a designated foreign terrorist organization," The US Department of Justice said on Thursday.

The man, named Muhammad Momtaz al-Azhari, was convicted for attempting to provide material support, including money, assets, and weapons, to a designated foreign terrorist organization, namely ISIS, the judge said.

Al-Azhari will be in prison for the next 18 years, followed by a lifetime of supervised release, the US State Attorney’s Office for the Middle District of Florida said in a release.

"In or around April 2020, al-Azhari began to plan to carry out an attack in support of ISIS. Around the same time, al-Azhari began to acquire multiple firearms. al-Azhari also researched and scouted potential locations for an attack in the Tampa Bay area. Since at least May 2019, al-Azhari also consumed ISIS propaganda and spoke favorably about ISIS, to which he eventually pledged his allegiance through a bay’ah (an Islamic oath of allegiance)" the release read.

The release added that al-Azhari pleaded guilty to the charge in February 2023. Although he is a United States citizen, he spent most of his life abroad and came to embrace dogmatic, Islamist/Salafist beliefs. "In 2018, al-Azhari was released from prison in Soddy Arabia
...a kingdom taking up the bulk of the Arabian peninsula. Its primary economic activity involves exporting oil and soaking Islamic rubes on the annual hajj pilgrimage. The country supports a large number of princes in whatcha might call princely splendor. When the oil runs out the rest of the world is going to kick sand in the Soddy national face...
following a conviction and sentence for supporting terrorism in Syria, after which he was removed to the United States."

In 2019, he returned to Tampa and less than a year later, in April 2020, he began trying to buy guns illegally on eBay, federal Sherlocks said. During this time, the FBI was monitoring him, officials said.

Court documents described al-Azhari as an ISIS supporter who "consumed ISIS propaganda and spoke favorably" about the terrorist group.
In May 2020, when Al-Azhari was arrested, federal investigators said he was in the process of secretly buying high-powered guns and silencers and was also researching IEDs, suicide vests and explosive poisons. All of this was part of his plan to support ISIS, the release said.

Investigators said at the time he scoped out potential targets like Honeymoon Island and the FBI's Tampa Field Office, but also researched Clearwater Beach, Bayshore Boulevard in Tampa and the Seminole Hard Rock Casino.

According to law enforcement, he even rehearsed parts of the planned attack.

At one point in 2020, Al-Azhari reportedly expressed "admiration" for the Pulse nightclub shooter and said he wanted to carry out a similar mass shooting.

In January 2022, a federal judge ruled Al-Azhari was incompetent to stand trial.
He apparently suffered from untreated schizophrenia with hallucinations, and spent months in a federal facility being treated before his trial.

Iraq arrests ISIS ‘Sharia judge’
[Rudaw] Iraq’s national intelligence service on Thursday announced the arrest of a senior Islamic State
...formerly ISIS or ISIL, depending on your preference. Before that they were al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're really very devout, committing every atrocity they can find in the Koran and inventing a few more. They fling Allah around with every other sentence, but to hear western pols talk they're not really Moslems....
(ISIS) official who held the position of a "Sharia judge," in cooperation with the counterterrorism forces in Sulaimani province.

Akkab Hamad Nijris Dali, nicknamed Abu Jamal, held the position of ISIS’ Sharia judge in the so-called Tigris state and had "issued multiple fatwa inciting the targeting of security forces and those who cooperated with them," according to a statement from the Iraqi intelligence.

A Sharia judge is a judge who issues rulings based on Islamic law.

The statement added that Dali had fled to Syria in 2017 following the holy warrior group’s defeat in Iraq, but had returned in 2023 based on the group’s orders. The suspect was tracked in multiple countries before being arrested based on "accurate intelligence."

The location of the arrest was not revealed, but the statement mentioned that the operation was carried out in coordination with the counterterrorism services in Sulaimani.

Since the rise of ISIS in 2014, thousands of people have been detained across Iraq for suspected links to terrorist groups, including ISIS, while hundreds have been executed.

The US Central Command (CENTCOM) said that at least 13 ISIS operatives were killed and an additional 21 detained in partnered operations with their allies in Iraq and Syria during the month of June.

was killed and two others were maimed by unknown assailants in a town east of Deir ez-Zor, eastern Syria.

A military source from Liwa Fatemiyoun in the town of al-Asharah, 60 kilometers east of Deir ez-Zor, said, "Unknown gunnies, riding a cycle of violence, targeted with gunshots forces of Evil of Liwa Fatemiyoun near their headquarters as they were guarding the Iranian hospital in al-Asharah."

The source, which preferred to remain anonymous for security reasons, told North Press that the attack resulted in the killing of the local Death Eater of Liwa Fatemiyoun Ziyada, 29, who hails from the town of Hatlah in the eastern countryside of Deir ez-Zor, and the wounding of two others.

The source added that the two maimed forces of Evil were transferred to the Iranian hospital, and they were in a critical health condition, according to a doctor operating in the hospital.

The source noted that this is the first operation in this neighborhood, which is subjected to strict guarding due to the presence of key headquarters of the Islamic Revolutionary Guard Corps (IRGC), to be launched against the Iranian-backed forces of Evil in two years.

Following the attack, Liwa Fatemiyoun brought in patrols to cordon the neighborhood with the aim to pursue the attackers.

Iranian-backed militias and the government forces control large areas of the Syrian Desert and the eastern countryside of Deir ez-Zor, which constitutes a source of concern as it witnesses intensive operations by Islamic State
