  • TALIBAN MAY BE PLANNING A CRACKDOWN ON THE TTP TO APPEASE PAKISTAN – The recent high-level dialogue between Pakistan and the Taliban regime in Kabul appears to have borne some fruit for Pakistan. Pakistan’s special envoy for Afghanistan, Asif Durrani, traveled to Kabul for discussions over various matters but security was clearly at the top of his list. Durani released some details of the negotiations with AMU TV and said that Taliban officials appear to now understand the importance his country has placed on halting any possible incursions from Afghanistan of TTP militants. While he did not elaborate, he did say that the Taliban intends to take concrete steps to eliminate the threat posed to Pakistan. He also announced an intention to form a standing Pakistan/Afghanistan committee that would be the main vehicle for handling disputes between the two countries where the joint border is concerned. Several temporary committees have previously been formed to handle certain situations but this new proposed body may have greater authority and more permanence than previous iterations. For their part, the Taliban will have to walk carefully as it clearly has sympathy with the TTP’s goals and most estimates put the number of armed TTP fighters in Pakistan around 5,000. Rumors and source-based information had indicated the TTP leadership was becoming disillusioned with the Taliban’s support for their cause and some leaders believed they were being sacrificed in the interests of better regional relations.

  • THE ASIAN DEVELOPMENT BANK WILL PROVIDE $400M IN HUMANITARIAN ASSISTANCE FUNDING – The Bank has already approved the amount and will add it to $149M in approved funds from the European Union in order to shore up aid operations in the country. The United Nations has long warned that donors have not followed through on promised commitments to provide aid and it is facing a massive shortfall in funding for the country. The additional funding is expected to buoy humanitarian support operations throughout the coming winter months.

  • TALIBAN WORKING ON A CONSTITUTION – The Chief Justice, Abdul Hakim Haqqani has been charged with writing a new constitution for the Islamic Emirate of Afghanistan and a spokesman for the Taliban claims he is finalizing details about the advisory committee that will help draft the governing document. There are not many who believe the constitution will be ratified in any type of democratic process but will be imposed on the population. Many have theorized the constitution will enshrine the bans against women’s education/work and say the deliberative process is being delayed until after some form of recognition is achieved. The question of elections has been absent in most of the international discussions about Afghanistan. Typically, in nations where a non-democratic transfer of power takes place, elections are a dominant topic. Perhaps international negotiators deem the topic premature and have chosen to discuss it after some of the more egregious policies have been moderated.

IRANIAN POLICE ENFORCING NEW HIJAB LAW – Some reports out of Iran suggest that over 500 women have been arrested for violations of the Hijab law. A source in Tehran said that orders had come down late on Wednesday night from the Ministry of the Interior to ‘make an example’ of women who may be flaunting the law. Police and militia were advised verbally to do so in public spaces for maximum effect. The majority of the arrests have taken place in Tehran and near University campuses. At-risk Afghans in Iran are advised to observe the law so as not to draw unwanted attention to themselves. With the announcement of the passage of the stricter new Hijab laws recently, it appears likely that security forces will prioritize enforcement over the coming days.

  • AFGHAN WRITER FOUND DEAD IN GERMANY – Mohammad Dawood Siawash’s body was found after being reported missing for three days in Germany. German authorities have begun an investigation but it is not clear yet what may have caused his death. Siawash’s family believe he was murdered and many others among the Afghan diaspora in Germany have called on the authorities to look for potential Taliban sympathizers living in the country.

  • ISLAMABAD HIGH COURT WEIGHS IN ON TREATMENT OF AFGHAN REFUGEES – The court has asked the government to develop a system for Afghan refugees to voluntarily report upon arrival to the country. The High Court also issued an order prohibiting the detention of any refugee who has registered with the United Nations High Commission for Refugees. In a twenty-one-page ruling, the High Court reiterated that Pakistan’s constitution grants the right of asylum. A very important point in the ruling concerns the ability of the Ministry of the Interior to issue exit permits which will enable travel to a country that has granted asylum. Many refugees have been forced to pay exorbitant fines when departing Pakistan.

  • AFGHAN EMBASSY IN ISLAMABAD SAYS IT IS READY TO BEGIN ISSUING PASSPORTS – The Consul General for the Embassy announced yesterday that the Embassy now had everything in place to begin issuing passports. Those who want to apply are encouraged to visit the online application portal and then wait for their appointment to visit the Embassy.

  • IRAN APPROVES NEW HIJAB LEGISLATION, PAVES WAY FOR IMPRISONMENT AND/OR INCREASED FINES – The bill has been debated for several months but was finally passed yesterday in Tehran. The new law will be implemented for a 3-year period in order to evaluate its feasibility. As previously reported, the law will increase fines, allow for imprisonment, ban travel, exclude from education, and a host of other penalties. The law also contains a provision aimed at those leading protests against the regime by allowing for a 5-10-year prison sentence for anyone encouraging groups to violate the dress code. Legal opinions have already lambasted the new laws as unconstitutional but the overwhelming support for it in Parlament means it will be unlikely to be challenged.

  • GERMAN OPPOSITION PARTIES PLAN TO CALL FOR HALT TO AFGHAN ADMISSIONS PROGRAM – The two largest opposition parties are expected to call for a halt to the current admission program and scale back the acceptance of Afghan refugees to ‘only those who have worked for the German government’. It is not clear if the parties have enough support to actually cancel the program which had established the goal of accepting 1,000 refugees per month.

RUMORS THE TALIBAN MAY BE TARGETING HAZARAS IN BAMYAN PROVINCE – Several photos and reports appeared on social media over the last twenty-four hours that showed what looks like deep trenches that have been excavated along roadways and around the town. The reports say the barriers were made to block Hazaras from entering or leaving the villages. This information has not yet been confirmed but seems to be a fairly extreme method of impeding travel and may suggest that further action is planned. There has been no explanation for the actions or what may have caused local Taliban leaders to take such drastic measures.

16 killed in Burkina 'terrorist' attacks: Local, security sources

Twelve people died and two were maimed in Koulponsgo, in central-eastern Burkina on Tuesday, a resident said. A security source confirmed both the attack and toll.

On the same day, an "attack by terrorist groups left four dead in Sirasso" in the west, the security source said, adding they were all VDP civilian volunteers for the army.

Around a dozen "terrorists" were also killed in counter-operations by the troubled West African nation's army after Tuesday's strikes, the security source said.

The VDP, or Volunteers for the Defence of the Fatherland, is a civilian force that supports the military in the fight against the jihadists.

Burkina Faso is fighting a jihadist insurgency that swept in from neighbouring Mali in 2015.

The latest violence follows an attack last week on a camp for internally displaced people in the north of the country which left eight people dead.

More than 17,000 civilians and troops have died in jihadist attacks in Burkina Faso, according to a count by an NGO monitor called the Armed Conflict Location and Event Data Project (ACLED).

Over two million people have also been uprooted, making it one of the worst internal displacement crises in Africa.

Anger within the Burkinabe armed forces led to a coup in January 2022, toppling elected president Roch Marc Christian Kabore.

On September 30, Kabore's nemesis, Colonel Paul-Henri Sandaogo Damiba, was himself tossed in another putsch.

On Wednesday, the government claimed nearly 192,000 internally displaced people had returned to their homes after various regions were retaken by government forces.

Jihadist attacks continue unabated despite government claims to have wrested back territory.

The situation has been exacerbated after Burkina's former colonial ruler La Belle France withdrew troops in January following tensions with the ruling junta.

Burkina has since developed closer contacts with Russia, an ally of the junta in neighbouring Mali.

The official Anadolu Ottoman Turkish news agency reported that the public prosecutor's office in Balikesir issued arrest warrants for six Iraqis suspected of having connections with ISIS.

It was further noted that anti-terrorism units within the Balikesir Security Directorate conducted simultaneous raids at several locations to apprehend the suspects. As a result, five of them were arrested, and digital materials were found in their possession.

One of the detainees had previously held a position within the so-called "ISIS Police" in some regions of Iraq, while another detainee received training in bomb-making within ISIS in Iraq.

According to the agency, the police are continuing their efforts to apprehend the sixth suspect.

Joint security operation targets ISIS hideouts in Eastern Saladin

[Shafaq News] A high-ranking security source has unveiled the commencement of a comprehensive security and intelligence initiative between Global Coalition forces and Iraqi security units aimed at dismantling clandestine ISIS strongholds in the eastern regions of Saladin Governorate.

According to the source, Iraqi security services, in conjunction with French forces operating under the umbrella of the Global Coalition in Iraqi Kurdistan, have initiated an extensive investigative and surveillance operation.

This operation involves the deployment of drones and aerial surveillance techniques to uncover concealed ISIS hideouts nestled within the hills and caves stretching across the al-Aith sector to the east of Saladin, adjacent to Kirkuk Governorate. The source said.

The discovery of covert ISIS hideouts within the eastern sectors of Saladin prompted the inception of this investigative plan. This revelation followed an incident involving French forces making a landing operation on one of these targets, which resulted in casualties and injuries among both the French forces and counter-terrorism units.

Muhammad al-Janabi, the commander of the Popular Mobilization Forces (PMF) in Saladin, confirmed that there have been no substantial movements or activities observed by ISIS units in the eastern districts of Saladin. Turkish bombardment again sparks wildfire in Duhok, damages homes
[Rudaw] Duhok villagers risked their lives to extinguish the flames of a fire sparked by a Ottoman Turkish bombardment earlier this week.

Ottoman Turkish forces on Tuesday bombarded Sargale village in Amedi district, targeting alleged positions of the Kurdistan Workers’ Party (PKK). The bombs sparked a wildfire near the village that burned dozens of trees.

has declared prohibited, so authorities could not access it to help villagers extinguish the blaze. The villagers had no choice but to try to beat out the flames using tree branches. It took them five hours.

"Some of us risked our lives by going there, trying to extinguish the fire from 9am to 2pm," Sherwan Rashid, a villager, told Rudaw’s Ayub Nasri on Thursday, the day after the fire.

The ashes smouldered until midnight. "It was really difficult," said Rashid.

Frequent Ottoman Turkish bombardment of the village that is close to the border has burned some 170 dunams of forest.

The bombs also damaged houses.

"The extent of the damage to my house is so big that we are afraid living in it," said Khoshawi Salim. Deep cracks have opened up in his walls because of the earth-shattering kabooms near the village.

"There is bombardment and shelling throughout the night," he said, adding that the Ottoman Turkish army uses heavy weapons.

He has collected some shrapnel near his house.

"Thousands of dunams of land in the bordering areas... have been burned, causing grave damage to the environment of the area," said Kawa Sabri, head of Duhok’s forestry directorate.

The military said the incendiary balloons were launched from the area of the two posts.

A third Hamas post was shelled by a tank after a Paleostinian gunman shot up troops on the border amid the rioting, the IDF added. That post was located near where the gunman opened fire, the military said.

Footage from the rioting showed a gunman opening fire and an bomb being detonated on the Israeli border barrier, causing damage to the fence.

The Hamas-run health ministry in the Gaza Strip reported that 26 were maimed by Israeli fire amid the rioting.

During the riots in recent weeks, Paleostinians have been detonating bombs, setting tires on fire, trying to breach the security barrier, and opening fire at troops in a handful of cases.

The Israeli military has been responding with crowd dispersal means and live fire in some cases.

On Thursday, a Paleostinian gunman who shot up Israeli forces during rioting on the border was shot and seriously maimed by a Border Police sniper.

Israel has kept shut its sole pedestrian crossing with the Gaza Strip since September 15 in response to rioting on the border.

The closure of Erez Crossing affects 17,000 Gazooks who have permits to enter Israel for work. The Strip’s economy is harmed by the laborers being barred entry to Israel.

The rioting in recent weeks has left at least seven Paleostinians dead, according to the Hamas-run health ministry in the Gaza Strip. Six of them were killed while mishandling a makeshift bomb that was supposed to be planted on the border, while the seventh was shot by Israeli soldiers.

No IDF soldiers have been maimed in the recent riots so far.
A previous Times of Israel article on the Gaza riots adds:
COGAT announced Thursday morning that the crossing would continue to remain closed, following an assessment of the situation by security officials and instructions by Defense Minister Yoav Gallant and IDF Chief of Staff Lt. Gen. Herzi Halevi.

The crossing will likely remain closed until Tuesday morning at the earliest, after Yom Kippur, which begins Sunday night. All other crossings, including Ben Gurion Airport, will be closed during Yom Kippur.

The Erez Crossing is always closed on Saturdays, with limited access on Fridays. Gazooks cannot leave via the crossing on Fridays, but are able to reenter the Gazoo Strip during the morning hours.

Israeli officials say the crossing will remain closed as long as the riots continue.

Explosive devices detonated on the border have not caused any significant damage to the security barrier, as the riots have taken place along Israel’s older fence, rather than near the upgraded security barrier, which was built several meters into Israeli territory.

According to IDF assessments, there was a low chance that the current riots would return to the form of the 2018 and 2019 border protests, but there was still a risk of an escalation.

Gazoo has been blockaded by both Israel and Egypt for over 15 years in an attempt to contain the enclave’s Hamas, a contraction of the Arabic words for "frothing at the mouth",, a contraction of the Arabic words for "frothing at the mouth", rulers. The Paleostinian Authority health ministry said the man, identified by media reports as Abdullah Imad Abu Hassan, was fatally shot in the stomach in Kafr Dan, west of Jenin.

The Paleostinian Islamic Jihad later said Abu Hassan was a member and a "fighter" in a local wing of the terror group in the Jenin area.

The Israel Defense Forces said troops entered Kafr Dan to search for illegal weapons.

Amid the raid, "suspects opened fire and hurled an bomb at the forces, who responded with live fire," the IDF said, adding that several suspects were hit.

A number of military vehicles were damaged by the gunfire and makeshift bombs, the IDF said.

In another raid overnight, the IDF, police, and the Shin Bet security agency said troops entered the West Bank city of Nablus and arrested Khaled Tubila, identified by Paleostinian media as a senior member of the local Lion’s Den terror group.

The Shin Bet said Tubila was wanted for being involved in a number of shooting attacks against Israelis in the West Bank in recent months.

Officers of the elite police Yamam counterterrorism unit surrounded Tubila’s house until he eventually turned himself in, a joint statement said.

"During the operation [in Nablus], suspects threw stones, Molotov cocktails, and explosives at the troops who responded with riot dispersal means," the military said.

According to the official Paleostinian WAFA news agency, six Paleostinians were maimed by live fire and more than 130 others were treated for tear gas inhalation during the festivities in Nablus.

The IDF said that it had detained another three wanted Paleostinians across the West Bank overnight. In the Aqabat Jabr refugee camp near Jericho, troops seized an assault rifle and a makeshift submachine gun, the IDF added.

An Israeli security guard was lightly injured in a suspected car-ramming attack at the Qalandiya checkpoint north of Jerusalem on Thursday, police and medics said.

In a statement, the Israel Police said the driver who rammed into the civilian guard at Qalandiya Crossing, a 38-year-old Paleostinian from the East Jerusalem neighborhood of Kafr ’Aqab, was detained at the scene by security forces.

Police said the man arrived at the checkpoint from the direction of the West Bank town of Qalandiya, after he apparently cut himself with a boxcutter.

He stopped at the checkpoint, and as a security guard approached him, the suspect accelerated suddenly, swerved from the driving lane, and hit another civilian security guard who was standing nearby, police said.

The Magen David Adom ambulance service said its medics treated the 32-year-old guard at the scene and took him to Shaare Zedek Hospital in the capital. He suffered minor injuries to his lower body, MDA said.

Police said officers found a boxcutter covered with the suspect’s blood inside the car and following an initial assessment, believed the man was suicidal.

Security guard lightly hurt in stabbing attack at Jerusalem light rail stop
[IsraelTimes] Police say 19-year-old Paleostinian assailant shot by another guard after attacking 26-year-old at Giv’at Hamivtar station

An Israeli security guard was lightly maimed in a terror stabbing attack at the Giv’at Hamivtar light rail station in Jerusalem on Thursday night, police and medics said.

The alleged stabber, a 19-year-old Paleostinian from the East Jerusalem neighborhood of Isawiya, was shot by another security guard at the scene, police said.

The assailant was listed at death's door and taken to a hospital in the capital for treatment.

The Magen David Adom ambulance service said its medics were taking the 26-year-old guard to the Hadassah Mount Scopus Hospital for further treatment.

The guard was stabbed in his hand as he fought with the assailant. Another security officer immediately shot up the suspect, police said.

Following the attack, the light rail service was temporarily halted.

Earlier Thursday, an Israeli security guard was lightly injured in a suspected car-ramming attack at a checkpoint north of Jerusalem.
