  • HIGH-FUEL PRICES CAUSING PAIN ACROSS ALL SECTORS OF SOCIETY – The price of petrol rose again this week by 10-15 Afghanis per liter. The transport sector has called upon the Taliban to step in and regulate fuel pricing and now, other sectors of society are joining the call. Many taxi drivers and truck drivers say they have been forced to pass their costs along to customers or they will simply go broke. The recent spike in fuel costs has been attributed to the closure of the Salang Pass for much-needed repairs. The main sources of supply for gas and diesel are Russia, Tajikistan, and Uzbekistan which used the Salang Pass to transport much of the fuel to Kabul and other Provinces. With the repairs in the tunnel expected to continue for some time, the problem could grow worse as Winter approaches.

  • TALIBA DELEGATION DEPARTED YESTERDAY FOR RUSSIA, KAZAKHSTAN – The Foreign Minister, Amir Khan Muttaqi is leading a delegation from the Taliban to attend the Moscow Format meeting in Kazakhstan on 29 September. The group will stop in Russia for a few days before the meeting. The Taliban is ecstatic they have been invited but many observers say they will likely face tough questions from Central Asian states as well as from Russia over the issues of an inclusive government and women’s roles in society.

  • NATIONAL CAMERA GRID STILL BEING DISCUSSED – A spokesman for the Ministry of the Interior confirmed to Reuters that the Taliban regime intends to implement a national grid of surveillance cameras in cities and other critical locations deemed strategically important. They have dusted off a plan that was drafted by international forces before the 2021 pullout. The plan will take approximately four years to complete and details of how the project will be carried out have not been released. Representatives from Huawei (China) visited Afghanistan earlier in 2023 to conduct a feasibility assessment and to discuss particulars with the Taliban government.

  • QATAR ENCOURAGING THE WORLD TO ENGAGE WITH THE TALIBAN – The government of Qatar has taken a leading role in mediating disputes with the Taliban in Afghanistan. The Foreign Ministry is now recommending a new path of engagement with the Taliban. The small country has played an outsized role virtually since the beginning of the crisis and has relied on its long-standing ties with the Taliban to maintain open channels of communication. Several sources at the United Nations say that a consensus was beginning to form among certain nations that a policy of ‘engagement, not recognition’ is what will likely be implemented over the remainder of this year or into 2024.

A local resident, who asked to remain anonymous, told Radio Shabelle by phone that the fighter jets dropped bombs on rural locations around the Ruunnirgood district on Monday.

The central town which is among several key villages recaptured by the army from al-Shabaab is located around 220 kilometers away from the Somali capital, Mogadishu.

Details of the casualties as a result of the air raids remained unverified as the areas were remote with no proper phone networks. The military is yet to issue a statement regarding the operation.

In the past few weeks, US military was increasing dronezaps against al-Shabaab strongholds, mainly in the areas where the government forces are conducting operations.

Al-Shabaab continues to exercise effective control over large areas of southern and central Somalia and stages frequent attacks across the country, including in Mogadishu.

The al-Qaeda-affiliated group often targets government officials and military infrastructure in a bid to topple the UN-backed government in Mogadishu which is protected by AU troops.

, the Department of Defence announced, in a crackdown that left at least 70 fighters dead as the country scales up the war against terrorism in the Horn of Africa.

According to the Ministry of Defence, the army killed over 70 al-Shabaab gunnies in north-central Mudug, within the troubled Galmadug state. It was in Galmadug that President Hassan Sheikh Mohamud personally visited and asked locals to join national and regional forces in the war.

Reports indicate that the military raided on Sunday Al-Shabaab terrorist hideouts and gathering places in the town of Aad. Consequently, a fight ensured leading to an exchange of gunfire between the national army against the gunnies who are said to have been armed.

In the process, the Ministry of Defence added, ring leaders of the terror group and many fighters were killed. Deputy Information Minister Abdirahman Adala confirmed the incident while lauding soldiers for their "relentless sacrifice" in defending the country.

The Somali Defense Ministry, which also confirmed the operation, said "Recent military actions in Mudug and Galgaduud have dealt significant blows to Khawarij and their militias." The operation comes just a day after the gunnies killed over 30 people in Beledweyne, Hiiraan region.

An explosion at a fuel depot in Nagorno-Karabakh has killed 20 people and injured hundreds more, local ethnic-Armenian authorities say.

Nearly 300 people were admitted to hospitals, with dozens of them reported to be in a critical condition.

It comes as the Armenian government said 19,000 refugees had crossed into the country from the enclave since local forces surrendered to Azerbaijan.

The disputed region is home to some 120,000 ethnic Armenians.

It is not yet clear what caused the explosion on Monday evening near the main city of Khankendi, known as Stepanakert by Armenians.

Petrol stations have been overwhelmed as thousands try to leave the region, which was already suffering from a fuel shortage following a months-long blockade.

The only road connecting Armenia to the enclave remains backed up with hundreds of cars and buses, filled with ethnic Armenians trying to reach the town of Goris across the border.

The winding mountain road from Goris to Armenia's capital, Yerevan, has also been heavy with traffic from well before dawn.

Levies official martyred in Qila Abdullah
It’s a dangerous part of the world — lots of possible misceants.
[Dawn] An official was targeted in a gun attack by armed motorcyclists while he was returning home from a Levies Force post in Qila Abdullah, a bordering district with Afghanistan, on Sunday evening.

The shooters, equipped with automatic weapons, targeted Levies official Ab­dul Bari in Mazai Adha area of Qila Abdullah. The personnel deployed at the post immediate returned fire, forcing the motorcyclists to speed away, officials said.

The body of the Levies official was later shifted to a nearby hospital. After completing medico-legal formalities, the body was handed over to the family of the martyr.

Levies Force, meanwhile, launched a search operation in the area to trace the attackers.

No group grabbed credit for the gun attack.

PMF 'neutralizes' ISIS gathering in Saladin
[Shafaq News] A force from al-Hashd al-Shaabi (Popular Mobilization Forces-PMF) have "neutralized" a gathering of ISIS Lions of Islam on the island of al-Eith in eastern Saladin, a security source reported on Sunday evening.

"A Katyusha rocket was used in the attack, though the impact assessment of the strike remains unclear due to nighttime conditions," the PMF insider told Shafaq News Agency.

"A force from the Ninth Brigade of the PMF in Saladin detected an assembly of ISIS elements on the island of al-Eith, and launched a Katyusha rocket at them," he said.

The source added that the operation was part of an extensive mission launched in al-Eith territory, with the collaboration of various security formations and the PMF.

Earlier the same day, a leading PMF figure reported that forces from PMF Brigades "9-22-88", alongside military engineering, explosives disposal, military intelligence, and the Saladin Operations Command, commenced search and sweep operations in the vacant and hot zones east of Saladin and the border regions with Kirkuk.

The eastern regions of Saladin, particularly al-Eith sector, are known hotspots for ISIS elements due to their extensive geographical spread, rough terrain, and proximity to the volatile borders of Kirkuk and parts of Diyala. The areas have not been fully secured by government authorities, further exacerbating the security situation there.

The Israeli military said it launched a strike in the Gaza Strip on Monday evening, the second within a day, targeting a "military position" of the Paleostinian terror group Hamas.

The military said it carried out the strike using unmanned aircraft after there was gunfire toward Israel Defense Forces troops during disturbances by dozens of Gazook rioters along the border, the latest violent mostly peaceful rally near the barrier in what has become a daily occurrence.

From the timing of the IDF announcement, it appeared that the strike may have been carried out during Yom Kippur.

The IDF additionally said troops used sniper fire and deployed crowd dispersal means against the rioters, adding that several were hit.

"IDF forces fired at a terrorist who shot toward troops and hit him," the military said.

Two Paleostinians were maimed by "Israeli bullets," the Hamas-controlled health ministry in Gaza said in a statement.

In addition, rioters burned tires and threw rocks at soldiers who responded with tear gas.

There were no Israeli injuries.

In addition, the IDF said it arrested two suspects who were trying to cross from Gaza into Israel.

On Sunday evening, the IDF carried out strikes after disturbances along the Gaza border with Israel turned violent mostly peaceful.

The Israeli army said it "struck two military posts belonging to the Hamas terrorist organization" in Gaza’s Bureij and Jabalya areas where "violent mostly peaceful riots" were taking place

"An bomb was hurled from the center of Bureij toward soldiers, adjacent to the security border in the Gaza Strip," the Israel Defense Forces said in a statement, adding that there were no troop injuries.

SDF announces encircling armed groups affiliated with the Syrian government forces in the town of Diban, in the eastern countryside of Deir ez-Zor

On Monday, Syrian government forces in the west bank of the Euphrates River provided assistance to unidentified faceless myrmidons who launched attacks on outposts of the Syrian Democratic Forces (SDF) stationed in the east bank of the river.

According to military sources, armed individuals loyal to government forces infiltrated the eastern bank of the river at dawn and attacked SDF positions in the town of Diban, east of Deir ez-Zor. This incident occurred following a two-week period of relative calm in the region.

Eyewitnesses said that government forces in the towns of al-Quriyah and al-Mayadin, opened fire using machine guns and RPG-7 towards the towns of al- Tayyana and Diban to support the holy warriors.

According to residents of Diban, they reported hearing explosive sounds that shook the town, along with the sounds of shells and gunfire in the neighborhoods of al-Latwa, Taamat, and Ramaliye in Diban.

Following the recent security developments, the Military Council of Hajin, affiliated with the SDF, imposed a curfew in Diban and the neighboring towns. They stated that this measure is "to ensure the success of our military operations in pursuing wanted individuals and saboteurs."

The sporadic festivities on the outskirts of al-Latwah neighborhood and its adjacent neighborhoods have resulted in the displacement of families residing there. In response to the situation, the SDF have deployed military reinforcements to the area.

A leader in the SDF told North Press via a phone call that the security situation is "under the control of military forces, and the SDF will respond strongly against anyone attempting to undermine security and stability in the town."

He noted that efforts are currently underway to track down the armed faceless myrmidons and wanted individuals who have infiltrated the affected neighborhoods.



The Syrian Democratic Forces (SDF) announced on Monday that they surrounded two gangs affiliated with the Syrian government forces who managed to infiltrate the SDF-held town of Diban in eastern Deir ez-Zor, eastern Syria.

According to a statement issued on its official website, SDF said, "Our forces have encircled two gangs affiliated with the security apparatus of the Syrian regime. The gangs infiltrated Diban town."

The statement said that the infiltration took place under cover of random artillery shelling, coming from the government-held city of al-Mayadin on the western bank of the Euphrates River.

The statement added, "Immediate security measures have been taken by our forces to establish stability and security in the area."

SDF further stated, "Throughout the festivities, a number of the gangs were killed, and others sustained injuries, subsequently being transported to areas under the control of the Syrian regime on the western bank of the Euphrates River."

It also pointed out that the shelling coming from government-controlled areas resulted in injuries to some residents and caused material damage to their properties.
Update from Rudaw at 2:30 p.m. EDT:
The SDF did not mention casualties among its ranks. However, the UK-based Syrian Observatory for Human Rights (SOHR) head Rami Abdulrahman told Rudaw English that three SDF fighters, six members of local forces and a civilian woman were killed in the clashes. Six people, including two members of the pro-regime groups, were also injured.

Major Daesh official captured in US helicopter raid in Syria
[GEO.TV] The United States Central Command said on Monday its forces had captured a ISIS official after conducting a helicopter raid in northern Syria on Saturday.

"Abu Halil al-Fad'ani, a ISIS Syria Operational and Facilitation official, was captured during the raid. al-Fad'ani was assessed to have relationships throughout the ISIS network in the region," the US Central Command said in a statement.
