Afghanistan
Daily Evacuation Brief October 14, 2022
[AfghanDigest] LAST 24 HOURS
  • PRESIDENT OF UZBEKISTAN URGES THE UN TO SET UP TEAM – President Mirziyoyev proposed the United Nations form an international group to negotiate with the Taliban. The call appears to have at least tacit support from Russia and China. Some UN observers believed the team would be redundant and pointed to the existing UNAMA mission as a ready-made solution. However, sources in both Dushanbe and Tashkent say suspicions have grown about UNAMA acting as a tool for the West.

  • DISILLUSIONED UZBEK COMMANDER’S DEPARTURE FROM TALIBAN CONFIRMED – Previous source-based reporting had suggested noted Uzbek Taliban leader, Qari Salahuddin Ayubi had broken ties with the Taliban leadership over several concerns he felt were being ignored. Several press outlets confirmed that Ayubi had cut ties and returned to his home in Faryab Province. While he hasn’t signaled an intention to join the Resistance, his departure is seen as another blow to the Taliban’s desire to present a united front to the international community.

  • JAPAN ANNOUNCES IT WILL CONTINUE PROVIDING AID – Japan’s commitment to health and food security will continue after discussions were held with the Foreign Minister recently. Some aid agencies had expressed fears that Japan may not fulfill commitments promised to the Afghan people but all indications point to continued relations with the Taliban to facilitate the nation’s pledge of support.

  • RECENT TERROR ATTACKS GO UNCLAIMED – Terror organizations that may have executed the recent spate of bombings in the country continue to keep silent about who was responsible for the attacks. Previous to the deadly education center attack, ISIS-K and others laid claim to the attacks within days. The silence has observers concerned over the emergence of new terrorist organizations or rogue provisional factions that may have splintered from the main groups.

CONFLICT TRACKER
Takhar: An NRF squad raided a Taliban outpost in Rostaq district yesterday night. The raid killed 2 Talib fighters and wounded 1. The NRF continues to apply consistent pressure in Takhar.

NEXT 24 HOURS
  • UNIVERSITY EXAMS IN KABUL BEGIN – Tens of thousands of prospective college students began their exams in Kabul. The exams are expected to take three days to complete and are being administered on four University campuses. Security has reportedly been increased at two of the campuses but the remaining two have not received additional security forces. There is the potential that the exams could be targeted by terror organizations and at-risk Afghans are advised to stay vigilant.

  • PLANNED LGBTQ PROTEST CALLED OFF – Several human rights groups had reportedly been planning a protest over the recent killing of Hamed Sabouri, a young gay man by the Taliban. Thankfully, the organizers resisted the calls by some international groups to hold the protest over safety concerns. Several LGBTQ communities plan to hold vigils for Sabouri around the world.

Qari Salahuddin Ayubi, an Uzbek commander of the Taliban, has severed ties with the Taliban

The disaffected Taliban
...Arabic for students...
commander has reportedly left Kabul, the Afghan capital, and is now at his base in Faryab province in northern Afghanistan, BBC reported.
How many of his fighters did he take with him? If I recall correctly, the Hazera commander who recently quit the Taliban for the NRF brought something like 100 fighters — and, presumably, their equipment.
The Uzbek Taliban commander has stated that he will not work with the Taliban until significant reforms and changes are made to the Taliban administration’s structure.

Salahuddin Ayubi, according to the BBC report, has brought up the issues for the Taliban to realize "inclusive governance, women’s full access to education, and cessation of forced usurpation of people’s lands."

He had already lost his military rank when the Taliban appointed him as the Deputy Minister of Rural Development, a position that Ayubi refused to accept.

Ayubi has quit as a result of the "monopoly of power and exclusion of ethnic groups" in response to escalating tensions among Taliban leaders.

Ayubi, the Taliban commander, is in charge of many Uzbek Taliban in northern Afghanistan and was one of the first to enter Kabul and the Afghan presidential palace, according to the BBC report.

Previously, another "disgruntled" Hazara

commander of the Taliban broke away from the Taliban and was suppressed and killed by the Taliban in the Balkhab district of Sar-e-Pol province. The war reportedly resulted in dozens of fatalities from both sides and the displacement of over 27,000 civilians.

Iraq
A missile attack targets the Khor Mor field in Sulaymaniyah
More on this story from yesterday.
[Shafaq News] On Thursday, eight rockets targeted gas fields on the borders of al-Sulaymaniyah in the Kurdistan Region.

A security source told Shafaq News Agency that "the missiles were launched from a launcher installed on a vehicle south of Tuz Khurmatu district, targeting the Khor Mor gas fields on the outskirts of al-Sulaymaniyah."

The Source added that "joint forces from the army, police and al-Hashd al-Shaabi rushed to the scene and seized the booby-trapped vehicle.

The attack did not cause any casualties.

According to a security source, the Khor Mor gas field in the Chamchamal District of al-Sulaymaniyah Governorate came under rocket fire.

The Source told our Agency that Katyusha rockets targeted the field without knowing the size of the damage or casualties.

Several rockets landed at the Khor Mor gas field in Iraqi Kurdistan last July.

It was one of several attacks on the area, none of which have been claimed by any group.

The Pearl Consortium, United Arab Emirates energy firm Dana Gas (DANA.AD), and its affiliate, Crescent Petroleum, have the rights to exploit Khor Mor and Chamchamal, two giant gas fields in Iraq.

Nine rockets land around Baghdad's Green Zone as parliament convenes to elect a president
[Shafaq News] Nine rockets landed around the Iraqi capital's Green Zone, home to government buildings and foreign missions as a parliament session dedicated to electing a new president was about to begin.

At least five members of the security forces were maimed in Thursday's attack, a source said.

The source added that the rockets were launched from the east of the Iraqi capital.

There was no immediate claim of responsibility.

Similar attacks took place last month as the parliament was holding a vote to confirm its speaker.

Rocket attacks on the Green Zone have happened regularly in recent years but they are normally directed at Western targets by Iran-backed militia groups.

Syria-Lebanon-Iran
Three Kurdish protesters killed as Khamenei says enemy is behind the unrest
[Rudaw] Iranian security forces on Wednesday night killed three Kurdish protesters in the west of the country, hours after Lord High Potentate and Supreme Leader of All He Surveys Ali Khamenei
...the very aged actual dictator of Iran, successor to Ayatollah Ruhollah Khomeini...
called on authorities to deal with the protests which he described as "minor incidents".

A large number of protesters took over the streets of several Kurdish cities in western Iran
...Formerly a fairly civilized nation ruled by a Shah, it became a victim of Islamic revolution in 1979...
(Rojhelat) as well as in other provinces across the country during the fourth week of protests which have engulfed the country since the death of Kurdish Mahsa (Zhina) Amini on September 16 by the morality police in Tehran.

Hengaw Human Rights Organization reported violent mostly peaceful confrontation in a neighborhood of Kermanshah city, the biggest Kurdish metropolis in western Iran. "During intense confrontation between government forces and protesters in Dara Derizh in Kermanshah, at least 40 members of the government forces were maimed, and taken to Abul Fadhl hospital in Kermanshah," Hengaw reported in the early hours of Thursday morning.

Another Kurdish human rights
One man's rights are another man's existential threat.
organization reported at least three protesters dead in Kermanshah and Sanandaj. "At least three protesters named as Aziz Moradi, Sina Nderi, and Armin Sayadi were killed as a result of shooting by security forces, at least 48 protesters in other cities were maimed and one is reported to be at death's door," Kurdistan Human rights Network (KHRN) said on Thursday morning.

Despite the arrest of thousands of people across the Kurdish areas over the past month, large protests took place in Kurdish cities of Mahabad, Baneh, Bukan, Saqqez, Divandareh, Sanandaj, Kermanshah and Ilam, according to KHRN.

KHRN and Hengaw monitor human rights violations mostly in the Kurdish provinces, namely in Kurdistan, Kermanshah, Ilam, parts of West Azerbaijan and other localities across Iran where Kurds are present. At least 32 protesters have been killed in the Kurdish areas and nearly 1,000 maimed. Hengaw reported that at least two protesters have died under torture.

On Wednesday, the Oslo-based Iran Human Rights placed the nationwide corpse count at at least 201 killed since protests began.

Across the rest of Iran, intense protests took place in Tehran’s Naziabad district and in the southwestern province of Kohgiluyeh and Boyer-Ahmad.

Thousands of university students protested across the country chanting "death to dictator" and calling for an end to the Islamic republic regime. A video went viral on social media on Wednesday showing the security forces unleashing violence on ordinary people who were trying to prevent the security forces from arresting a young man in the Iranian capital.

Protesters have managed to send videos outside of the country despite severe restriction of internet access by the authorities. US Deputy Secretary of State Wendy Sherman met virtually with more than 20 global technology companies and "emphasized the United States’ commitment to helping Iranians, especially in light of their critical need for expanded access to Internet services while their government violent mostly peacefully suppresses peaceful protests."

The violent mostly peaceful protest on Wednesday night came as Iranian intelligence officials made stark threats against Kurdish protesters and blamed Iranian-Kurdish opposition groups of fomenting the protest.

The crackdown continues as scores of protesters were detained on Wednesday, including workers from the petrochemical plants in southwest of the country. Khamenei, the ultimate decision maker, called on security forces on Wednesday to deal with what he described as "minor incidents" when referring to the protest.

Khamenei described the protesters as two groups, one consisting of people who have been deceived and should be guided to the right path through cultural guidance and the other who are with the enemy and should be dealt with by the intelligence and security forces. "Some say that the atmosphere should not be militarized, yes we also agree and the atmosphere should not militarized as far as possible, but cultural work has its own place and the judicial and security work its own," Khamenei said.

The governor of Kurdistan province Esmail Zarei Koosha on Thursday rejected reports that the security forces have deployed tanks and military aircrafts to quell the protest and unrest in the city of Sanandaj but he admitted the protests were intense and that the arrests have been extensive.

"In areas where people congregated, more than 140 and 150 members of the police and Basij were maimed as a result of stones thrown at them but they [security forces] did not react at all... we had seven or eight members of Basij and IRGC maimed with bullets and one was martyred," Koosha said. "I don’t have exact number of those killed but the arrests have been extensive."

Bassil lashes out at 'traitors' and 'thieves' on Oct. 13 anniversary
[An Nahar] Free Patriotic Movement
Despite its name a Christian party allied with Hizbullah, neither free nor particularly patriotic...
chief Jebran Bassil on Thursday slammed Speaker Nabih Knobby Berri
...Speaker of the Lebanese parliament, head of the Amal Shiite party aligned with Hezbollah, a not very subtle sock puppet of the Medes and Persians...
anew for setting a parliamentary election session on the date of October 13, which is highly sensitive for the FPM.

"We must respect the deaders of each other and the anniversary, because on this date there were people who died for the sake of legitimacy and the homeland, whereas some were traitorous on this date and they have disrespected the anniversary," Bassil said, after he laid a wreath on the monument of the unknown soldier.

"October 13 marked the beginning of political resistance through which we managed to regain freedom, illusory sovereignty and independence, whereas they — the political establishment -- were robbing the country," the FPM chief added.

The FPM had opted to boycott Thursday’s session and the session was adjourned due to lack quorum after Hezbollah’s MPs also decided to boycott the session.

On October 13, 1990, President Michel Aoun
...president of Leb, a wholly-owned subsidiary of Hizbullah...
, who was the head of a military government, was ousted from the Baabda Palace through a deadly Syrian-led offensive. The FPM holds activities to commemorate the date every year.
